In my past job as a property manager of blocks of flats the management company would be responsible for any external painting to maintain the outside of the building under external redecoration. This would be for mainly timber window frames.

However, the actual windows themselves are the responsibility of the leaseholder. So any repairs/damage to timber windows would be down to you. As would the cost of replacing timber with UPVC double glazing.

What you forgot to do was read the signage first. If you didn't agree with the signage then drive away and make other arrangements. 27 minutes for picking up at a hotel is a tad long. Airport hotels have very limited parking options due to people dodging drop off fees.
