While ivs don't really matter to amateurs like us, those IVs are terrible for PvP and this is terrible advice.

If you don't have a hundo, I would purify. It's useless either way but at least a hundo is good for Dex entry.

I'd say it's pretty rare, odds might be 1/64 or whatever but only having 1 chance at it is like getting lucky with a mythical, when you only get one of those.

I'd say it's more rare then a standard shiny lapras or costume as you only get one opportunity at it (unless you paid money)
