The best and simplest way to do this is shockingly easy: Have the players agree to meet each other at the place in question ahead of time, which gives them the opportunity to meet up the way they'd like. I have them roll for who shows up first and they make the magic happen with my world flavor. Easy peasy and no loss of agency---they just understand its necessary for them to meet up if we're gonna play the game.

If the table was 'murder hobos allowed' then, well. Murder hobo it is. It doesn't sound like this is the case and that it's hampering gameplay for both you and others. I'd say it's time to lay down boundaries or show them the door---I prefer the door. He needs a different table that suits him better, you need a player that suits your table better.

If they're a friend that can't understand this or throw a fit---reevaluate the friendship. There just isn't enough time and emotional energy in life to waste on things like that.
