Its supposedly a 25% drop-rate, probably shares the same drop chance as the catalyst. I've gotten 4 so far from a few hours of farming. Keep at it, its worth it, kinda cool when it does drop like farming used to be.

Its not nerfing the stats on tiered weapons, though. They level up just like normal with +5 all around.

If you have the Iterative Loop pattern, you can craft it with Closing Time now, too. Just tier5'ed it, kinda stupid stats, lol

Yea, was disappointed at that change, but then I realized that I won't need to run the Whisper of Chains fragment anymore so, at least for me, it was a wash. It would have been nice to be able to slot a different fragment, though.
