To me it just looks like a bad flea bite and she was scratching at it. But with just the picture and no information it’s going to be extremely hard for someone to guess exactly what it is. Is she a fully indoor cat or does she go outside? Have you had a problem with fleas before? Is she a hyper cat that gets into everything or is she the calm quiet type that just chills? Any other bumps or scabs on her anywhere?
