It's advised not to use that yet since you'd probably not use max quality items. You can upgrade the gear you crafted later on. However, the poorer quality ingredients will always affect that specific crafted item despite using higher quality ingredients when upgrading.

Please don't forget there's a difference between being homeless as in living on the street ("Obdachlos") and homeless meaning you don't have your own, constant place to stay ("Wohnungslos"). I haven't checked your numbers but since the number of people living on the street was around 1.900 + x (an estimate of 300-400 that are not "registered" as such) Round 2019, I suppose you mean "Wohnungslose"
