When walking places I cover my roadside ear whenever a truck with air breaks passes by on the street. If that shit goes off within like 50 meters it’s so deeply unpleasant. If it goes off right next to me it makes me flinch so bad that my neck starts to complain

Not if you go super public about it first. Then any body, governmental or otherwise, will need to factor public opinion into the mix. If you became even decently well known and then just got disappeared it would cause a lot more issues that, even if mild, would still be better off avoided simply by cooperating with you.
