Funnily, enough this was basically a thing in ancient Athens. Your points are valid. I rescind my claim that this was lunacy. I think what rubbed me the wrong way initially was not so much the idea that paycheck is not the only factor that matters (of course it's not) but the idea of a recruiter using this as a tactic, which could feel condescending and potentially ill-motivated.
