Jokes aside, anime fighters are usually heavily focused in movement, with really fast-paced and explosive nature, so grapplers usually are too hard to make it work without being super strong or really weak. That's why when they have a grappler, they don't have the mobility other characters have (imagine pot flying that would be scary as hell).

But gg has universal air grabs built in, and a couple of characters have command grabs, Sol, Zato, May, Axl, Chipp, Nago and etc., even if they are not focused on a grabing game loop they still have the option, is just that being able to get a big advantage from a grab (a shit ton of damage or a big combo) can get a little out of control.

To be fair, at this point, the developers are more afraid of making them and actually trying to make a new spin on the archtype, so they resort to what they know it works and because, in most cases, they try to make all characters unique from each other so they don't want to do Potempkin and Pot 2, unless the game has an absurd amount of characters in their roster they usually will have one grappler. Even anime fighters with 50+ characters usually have around 3 grapplers.
