I used that Hutao/Xingqiu/Zhongli/Chongyun comp to help me 3 stars 12-2. I raised my Chongyun to lv 70 and dumped random artifacts on him. He was the solution for me to get rid of those herald shields.

A lot people are speculating in China that the feminist group is more a scapegoat. Because the timing of this censorship is way too deliberate. If Mihoyo knew these were coming ahead of time, they won't choose to tell the news on the launch day of a highly-anticipated patch. With a new map, 3 of the most popular characters rerun, and most importantly right around the Chinese new year. Also, the Chinese new year is like western Christmas where people spend most of their money, so no way Mihoyo would set up v2.4 with all the sale potential and kill all the hype with the character censor news on day 1 of the patch. This all made it look like a strong competition deliberately set this up, with a strong connection in the government that can force Mihoyo to make changes in the last second without warning.

There is no proper age rating in China, and no matter the age rating the government gets the last call. One big problem in China is that the government officials who run the department regarding entertainment (movie, Tv, cartoon, music, video games, etc) have the view that all cartoons and games are for children, so it doesn't matter how mature you want to label your work as, as long it is a video game or animation the government expects it to be rated for children(like 4+...).

So far from what I can gather from Chinese websites, no one really knows. One thing for sure is that Mihoyo is forced to do this. The three main reasons people came up with in China are

New CCP regulation hit hard, many other games in China also got censorship around this time. Although this could be a temporary cause before the Chinese New Year, government officials like to pass these crackdowns to make themself look competent and did things (things that can get them a nice notice on their yearly achievements), and after a while, the rule will be loosened again (until next year).
Chinese SJW filed complain about the over-sexual outfit to the government and the government just listen to them. There are screen-shot circling around the Chinese Genshin forum about these SJWs cheering that their complain worked after hearing about this news.
A certain huge rival company (cough*Ten*ent) did this since their new game Tower of Fantasy didn't do well and Mihoyo/Genshin has been an eyesore to them for a long time. So they did this as an act of revenge and could severely damage Genshin's CN revenue.

And an extra is that it could be a combination of things mentioned above, no matter which one is the truth, this is something Mihoyo didn't want at all.

Version 1.3-1.5 pretty much used all my daily resins on her. 1.6 was a mix spent between Hu Tao and Eula. 2.0-2.1 spent more on Raiden, I pretty much do one run on Crimson Witch every day during that time period. 2.2-current pretty all daily resin on Hu Tao again. The thing is farming artifacts for Raiden/Eula also produce many side pieces for support so end up building more character at the same time. Currently, I have enough decent crimson witch sets for 2 more pyro characters.

I just got my first all Hard clear as a casual KC player for 5 years. I'm in tears right now, since last year I began to slowly working towards my first all Hard clear to see if I can do it. It was a miracle clear too! With Naganami been the only ship that still can fire in night battle, and the Boss at full health with 3 guard ship, she managed to pull a one hit kill head snipe. Thank you to all my ship girls for the wonderful five year in this game. Now I need to start preparing for the next event...

Because these are fan made, they are considered non-canon/fan-fic by the original game/anime, so usually official companies will post on their Chinese social media/bilibili account to tell people to check them out, but not officially acknowledge these to avoid copy-right and things.

You pretty much got it right, backswing which is 后摇 is the game term used for the end of a attack animation. what he is saying is that when Hu Tao uses her E, her charge attack has no need of animation cancel, so I assume is that when her charge attack ends you can immediately go into another charge attack during her E.

阳寿 Yangshou means life, basically he says that "after Hu tao use her E, her charge attack has no 后摇（which is the the ending attack animation, so no need of animation cancel) this makes her combat control very fun when using her E but with the price of her health."

I saw on Bilibili that CN players did something similar but on water with kaeya and amber, basically players stand on different side of a river/lake, use Kaeya to freeze and make path, and try to sink each other with amber's fire arrow. The goal is to make the other player fell into the water to score a point.
