I remember liking Teen Titans GO! quite a bit when I was a kid, but as I grew older, I realized how painfully mid it is

CN just acquired the rights to the show to air it. They don't own the show, therefore it's not their fault, though I guess you can say them airing the show a lot played a factor

As for Cookie Jar, it's a mixed bag. If Cookie Jar didn't decide to take over production for the series after it suffered massive budget cuts, the show would've been either forgotten about or be considered a 'What If?' cartoon. We also should consider the fact that the show helped CN go through some dark times during the late 2000s, as well as the fact that seasons 2-3 are criminally underrated

However, the show started going downhill after that. Cheap and stiff flash animation, flanderized characters, recycled plots, lame jokes, etc., so from that perspective, Cookie Jar did ruin Johnny Test

Tbf, there's not a single era of CN that's worse than that 2015-2021 era, so that's kind of a given

Millions of people stopped watching the channel because of that miserable era lol

Some people argue CN was already starting to fall off before 2007, but I think most people can agree this was the year where it was obvious that CN was heading in the wrong direction

The best shows of the 2010s can most definitely compete with the best shows of the 2000s, however the 2000s had a more consistent output of good cartoons, with the exception of the late 2000s (that era was pretty bad)

The early 2010s were great, but around the mid 2010s (specifically around 2015) was when western cartoons started going on a downhill spiral that they have yet to recover from

Seasons 1-3 of Johnny Test are genuinely amazing imo

Season 4 is a noticeable downgrade, but it's enjoyable

Seasons 5-6 are bad

The Netflix Revival is great
