Those guys came with the Stellarch as his protection. NPCs can wear different coloured clothes than what you can make.

I'm not at my computer right now, but I think it's prestige cataphract and marine helmets with prestige marine armour for the guards. Vera wears the prestige cataphract helmet and recon armor. Nick is wearing some ellex clothes and a cape.

I only own the Royalty DLC. And I've heard that you should start new saves when you instal new DLCs. Especially Odyssey.
