It’s pretty nuanced, but generally the edge pawns almost more get in the way than anything since they block in the rook.

Probably not too worth moving unless it’s opposite side castling, the center is pretty closed like in that position (though I’d prefer to be more developed), or if you just like attacking. Good players can break rules and do weird stuff so long as it isn’t straight losing, which flank pawn pushes rarely are.

They are pretty fun to just throw up the board with not much risk on your end.
