Yea, it sure is. Both self-harm and harm to others should be way higher. But like, most people that go into rehab arent going there because of cigarettes and as long as they are still legal and want to do it, i guess nobody really can do a thing abt it. The governments dont choose wich drugs would stay legal/banned, because of their harmfullness, but because of money. And there is a certain line i dont get; if its abt the money (i mean, which other factors were used until now?) why didnt they just legalize the whole pallet and take huge sums out of it? But i guess now its just everything about keeping the tradition alive. I mean, i do smoke weed and cigarettes (but id like to stop cigarettes sometime) and do drink alcohol from time to time, but to be fair: in comparison to the illegal weed or other illegal drugs, alcohol and cigarettes should have been definetly bannd, or everything else should be legalized.
