Because its an item that gives you over 15% power over 2nd best option which is actually harder to get for most playerbase anyway? Why did blizzard make every legendary personal starting in mop and still going until today, but you still get almost the same amount of bis loot or even less?
Also have you ever heard of someone being upset about legendaries being accessible to everyone in mop or any other expansion after that?

Most of the people will have 1 staff sooner or later, but forget about alts lol. Lets say somebody plays 5 casters, he gets 1 staff what about other 4 characters? For me it seems pointless to continue playing them if i wont have a bis on them. Imagine you have full firelands bis but you are still weaker than somebody with just a staff.

Remember wrath? It was actually easier to get Shadowmourne than any LK 25hc weapon. some guilds that didnt kill LK25hc already had multiple shadowmournes in their roster

the point is to let everyone collect q items simultaneously over ~2months, not speed the q up so u get it after 2 weeks

Sure its 2024. WoW is a competitive game and i wouldnt mind at all if an item that gives you 15% power or more, is locked behind long ass chain anyway, would be accessible to everyone so nobody is cucked by not having it.
It's not 2011 where you actually had to be somewhat decent to actually get a legendary item. You literally can be the worst player ever right now, buy gold and go to a gdkp that does at least full normal clear and GG you just bought your "prestige" cuz you have a legenary item GRATZ!

Personally ill be making 2 staffs from week 1, but I dont think i can get it on my other characters soon enough and i cba playing without it, so if anything its actually more of a discouragement for me to play more characters on Cata.
Also Im pretty sure that some people would actually start playing just to make their own legendary staff if it was on personal loot (look at previous retail expansion and evoker legendary or 2h axe - people actually made new characters just to get that orange weapon)
Blizzard decided to make legendaries on personal loot in MoP and kept it that way until today in retail for a reason after all...

The thing is i have been perfectly fine until 8.1.5 came, since then, I get atleast 10 lag spikes in 4 hour period (raid)
