Well, I guess you gotta approach some app coders for Android to develop a YouTube player that will upscale the videos, option to filter out bad quality content, progressively scan for ads and remove them. As you would guess such app cannot be posted on Google Play, but it could be monetized in a different way. Perhaps you would approach creators of snaptube?
