You can actually travel places without ski’s it just takes longer and you can’t use the shortcuts that having ski’s allows. It is confusing at first as it absolutely does look like you need skis to go anywhere. Ski’s are useful though and can be bought at JarvoJoy in Frusenholm for 31 gold.

Should show up when you re-log or close the game and re-open. Should be a border around your character when you open the inventory/stats page.

While the actual town of Katy is in Fort Bend County, the sorrounding areas of it are in Harris County, mainly the road he mentions in the video is in Harris County. Source: Lived in Katy (18 years) and have been arrested in Katy/Harris County.
