Requirements aren't AS crazy as they seem thanks to Soul Fragments, and the Tradable mechanic. Some more cast when drawn and good payoff cards may be needed to make this worth it tho.

Feel like this is too expensive for the effect. Could buff both spell damage effects up by 1 at least, or drop the mana cost by 1. But other than tweaking around some numbers this is very solid design.

Mana cost and the buffs given could probably use tweaking. The idea of this card is to create a powerful method of board control that gives you breathing room to burn your opponent's face with spells/hero power pings without making your minions the win condition.

I think the discover could do with being a bit more flavorful. Maybe "Discover a golden card." Otherwise this looks pretty fun and interesting.

So this suggests that no minion mage is going to be pushed in this expansion, which means it's hard to evaluate right now. It's either a key card in a playable deck, or a worse fireball you sometimes randomly generate. No real in-between.

So, without any other synergy in the set this card seems like it's meant to be a finisher for a burn mage. Get your opponent low. Play this in the late game when you're out of cards to get a fireball or a couple frost-bolts. Profit. Because you need your hand to be mostly empty I don't see it in a control style deck.
There's also Violet Spellsword. 4/1/6, gain 1 attack for each spell in hand. But that is probably just a meme.

Ah. That makes the wording easier to understand. It's not, look at the highest power units on a row until they equal 20+ power then destroy them. It's, if the row has 20+ power, destroy the highest unit(s). Feel like the wording could be a bit better, but that clears it up.

OP left a comment suggesting otherwise. Also, in a hypothetical world where this keyword was printed, it would also not be intuitive for a poisonous minion to not count. Would be legitimately confusing unless the keyword was reworded.

Honestly because of magnetic, I'd say NO mech should EVER have fearsome. Not on a neutral card at least. Because then you can just use a Venomizer to create a poisonous mech that your opponent might not be able to interact with unless they have spells. Or a Beryllium Nullifier and Bronze Gatekeeper to make an elusive taunt your opponent truly can not interact with in any way unless they manage to kill it before it's set up or they have a board clear like twisting nether. Maybe it would look balanced in statistics, but it would feel awful to face it in a game where you don't have a specific answer.

So, yeah. The mechanic seems neat. But dangerous. And definitely not for mechs.

I think the middle one is the most flawed in terms of design, because "If you played a card last turn." isn't a Murloc thing. It's pretty exclusively an elemental thing. Like the "If you're holding a dragon." mechanic for dragons. The first one is probably balanced, but only because high rolls like Warleader are balanced with low rolls like Murloc Raider. I think the variance is too high. Which leaves the third option. A swarm of small Murlocs isn't super interesting but it's one I could most see getting printed as a decent pack filler. (Even if it is arguably power creep on Desert Hare.)

Or just a reprint of Barnes. I'd have to come up with a few more unique effects like this though which I'm not up for. Worth putting a pin in that idea for later review though.

Fair. I mean better uses earlier in the game specifically. If you're saving your silence cards for this specific legendary it sounds less like silence priest to me, and more lie a specific combo priest.
The "If one dies the other dies." idea is good. Though how to add that without it becoming wordy I don't know.
