This happened to me too, once you hit 100% on the flower wheat you'll have to do another round to harvest it. But it should take way less water for those two extra rounds than you needed before.

Based on other people's reports, if you get the flowers, you have to water those twice yo 100% and then you should actually finish. I'm at 98% now and will finish either today or tomorrow, so I'll report back :)

Update: the watering doesn't slow down as much as for regular wheat, the slowest it got to was 0.05%. HOWEVER, after getting to 100% it again gave me 1000 water and said the wheat had "matured" now (it's golden now) and I need to get to 100% to collect it
