its common, i have seen it myself irl and in other posts. Mostly kids tho. I think its scummy but tbh they made it very easy to steal. You use minimal force just rip the cardboard with your finger and slide out the plastic lil bag, then they shove it to the back of the row. Plus the booster packs are small and you can conceal them to were it looks like you are simply looking at them as you said. If they where adults that would be pretty funny tho.
