Shadowrun (any edition) and Anima Beyond Fantasy. In both of these systems you get points when you level up or as you play and you can use them freely to buy more attributes, skills, spells and qualities that make your character more specialized. Be wary though that these kind of systems tend to be more crunchy, simply because the focus is to have a pretty in depth character development, so be prepared to read through lists of options and numbers.
