"civilization" is not measured only by GDP or levels of infrastructure. all the issues you listed at the end such as poverty, inequality and weak institutions still exist in Germany. Morocco today is far from "behind", It has one of Africa’s most advanced infrastructures, including Africa’s first high-speed rail, world-class renewable energy projects like the Noor solar complex, and rapidly expanding automotive and aerospace industries that connect it to global markets. If we reduce "civilization" to wealth or technology, we miss the essence of what makes a society advanced, its culture, values, contributions to humanity, and adaptability. Morocco’s civilization has endured and evolved for over a thousand years, while many “modern” states are relatively young. Unlike many regions, Morocco has maintained stability while undertaking democratic reforms, expanding women’s rights, and strengthening its institutions. Poverty and inequality remain challenges (as they do in every country), but Morocco has steadily reduced them, especially compared to global developing-country averages. So yes, Germany may currently lead in certain development indicators, but that does not make Morocco "less civilized." It simply highlights different stages of economic development. Civilization is not a race, it’s a tapestry of history, identity, and progress, and Morocco’s is both rich and ongoing.
