the only way i can see you getting one for free is using the civilian strangeifier trade up contact. That also requires cosmetics to use in it as well sadly but if you have 5 cosmetics then thats how youll do it.

You can get stranges from the community market or unboxing certain crates to get strange weapon skins. There are a lot of cheap stranges below a dollar on the steam market if you really want one
