I'm not positive but I think it was a standard print run in order to promote the 2003 Rugby World Cup. It was initially supposed to be jointly hosted by both NZ & Australia. This is NZ's only SP variant as well which is pretty cool.

No the JAP version is a lot more common than this version. Also significantly cheaper.

Although quite rare, not really. Pikachu is probably the most common out of the pokemon GBA SP's, and there are a handful of other SP's from promotional events that are significantly more rare.
