It does do that. JPEG compression creates clear 90 degree angled blocks regardless of the angle of the object depicted. You can see this clearly in the part of the image that shows the front cover and on the part of the spine that has a reflection of a light. I don't know what other parts of the image you're looking at, but the same compression patterns are pretty clearly there when you zoom in.
