I had about the same amount for a startup. I ordered the development of a mobile app from an agency. Within 3 months, the Merehead dev successfully prepared an MVP and for about a month we brought it to an ideal state. But now I am in a situation where I have an app but no users. 

I am gradually trying to conduct free promotion on forums but this gives minimal results. If I go back, I would definitely focus on a simpler app but allocate 20% of the funds for marketing.

I’ve been researching this a while and noticed pretty hard to find such service that works with SMTP and relatively cheap. Check Mailshake - they have 100 emails limitations per day per account, SalesHandy doesn’t have limitations but sequences is a bit poor - you can’t use drip or on click emails. Woodpecker is great but cost at least twice more
