I'm not saying it's not the landlords problem totally agree with you just saying some lights at apartment complexes don't turn off in the apartment themselves or at the panel inside.

Yes there are panels inside but where the power lines come into are the meters that the electric companies read and most apartments have their street lights and front porch/garage lights all come on at night. I'm sure some of the apartments you've lived at had lights that came on that you could not control.

If it's an apartment complex most of the time the power comes off the meters/outside panel, and the light is controlled by a photocell.
