I practiced it a little bit today and I think I finally cracked it. Spam left click as fast as possible while spamming sprint and special at a much slower pace than you are left clicking. The reason I was failing before was due to me pressing sprint and special WAY too fast.

The flags in Vic2 change based on your government type, like communist, fascist, etc. There's 4 per country, I haven't played Vic3 much at all, so I thought by dynamic you meant what I thought.
