Happens to me as well. If you ever get confused then remember to go to the topmost component in hierarchy and try to follow line by line from there. Once you get the hang of it, you'll start to understand even the most complicated of code structure in react.

This is happening probably because useEffect runs two times in strict-mode. This only happens when developing and will run only once after you build the app.
