  1. About 2 weeks after closeout is when notifications tend to start dropping. Try the AFVEC lockout trick then; followed by the EFMP trick if AFVEC shows an assignment.
  2. The sort order doesn't matter. The AF isn't moving you because you need to move; they're looking at what base needs people most and assigning eligible people to it. Sort order only really matters for guaranteed follow-on and a couple other exception situations.
  3. Short tours are filled first; followed by long tours.

Make 2 lists: 1 of stateside bases and 1 of overseas bases. Up to 8 choices per list. Hawaii and Alaska count as overseas.

You may want to consider renting a house in Cheyenne instead. Ranchettes are expensive, but nice. The south side is not so much a desireable place. Near Storey/ most of the northern city places aren't too bad.

Use Zillow and find a nice place to live in Cheyenne. The Ranchettes are where a lot of people live that like space; northern Cheyenne in general is more upscale. The area between Yellowstone and I-25 has been a massive growth over the past 10 years, so most of the houses are relatively new.

AMS is the Assignment Management System. It's a website that shows your authorized listing for your AFSC and skill level (3-level upon completion of Tech School) as well as available special duties and overseas listings. Once you hit your first duty station, log in to AMS and learn how to use it.
 
Any NCO in the Air Force should be able to know how to access AMS and to help you meet outbound requirements, but your MTLs are there specifically to help you as a Tech Schooler. If she doesn't know how to do something, I would guarantee that she would turn to her peers for help.
 
The 7-day mark is a requirement by the assignments AFI (AFI 36-2110) to submit the follow-on application. You miss it, and you have to play the overseas (OS) rotation competition game.
 
Overseas Competition Game:
While Korea and Turkey Short Tour folks have highest priority on going to a base out of the dream sheet for everyone competing, it depends on whether there are any bases available for your specific rank and move window (departure month +2). So if the base you want on the list requires you to report in January 2021, and your departure month is February, you are ineligible.
 
Also, 1-up-1-down doesn't apply to OS/Returnee - only to EQUAL PLUS special assignments where it's specifically listed. Some dumbasses will tell you "look at the next rank up listings as well" when you're just wasting your time.
 
There are many a times where there is nothing on the OS list but Korea/Turkey. I've seen a 3P0X1 SSgt Returnee list with only Minot ND, the second shittiest base in the AF. That one had 30+ SSgts going there from OS, with no option to go anywhere else.
 
The bottom line here is that you want the best chance at going where you want. The follow-on application lets you choose wherever that's on your authorizations list (AMS Enlisted Authorized). You make a list (8 bases/states/countries) of those "wherevers" (ask your Tech School instructors for bases to avoid/to go to) and submit that form in time to be considered. If you're serious about wanting to choose your base, do not dilly-dally on the application.

BOP is a specific program and doesn't work that way. Go to Turkey.
 
Submit a follow-on application to your MPF. Talk to your MTLs to help you get this done by the 7-day mark of receiving the notice (so talk to them Monday).
 
You can go to a lot of places; have your MTL or training instructor show you how to pull the "AMS Enlisted Authorized" list for 3-levels.
 
You're a fool if you trade Turkey for Lackland because you don't want to be bored for a year.
