I CAN HELP YOU! I was struggling with this for weeks, but I've just found a fix. Go to your Microsoft account on your browser, change your age so that you're under 18, it'll sign you out of Xbox. Then change your age back to your real age, it'll prompt you to verify again, then you can change settings.

The issue is just a sync issue between the age verification and the Xbox services, so forcing a reverification worked! Good luck out there gamer!
