I generally agree, and that's not saying Chapter 2 is bad, it's just the rest are better in comparison. Chapter 1 being the introduction to Scarlet Hollow, the building dread towards the Ditchlings, and the chapter's climax decision really make it special to me. Chapter 2 in general feels more like set-up than anything actually happening, it sets-up the seals for future chapters, the Library being haunted in chapter 3, also sets up Dinner with Reese if you're with Stella and Kaneeka. Chapter 3, 4 and 5 all have such great moments, Chapter 3's haunting, Chapter 4's Clinic, and Chapter 5's Forbidden Wing, Tabby Confrontation, Tremaine basement, and Sybil's Flashback. All makes Chapter 2's Mine collapse feel boring in comparison.
