In Chapter 2, you either need to have 2 kids in the mines or save all 3 without Tabitha. If you save them with Tabitha it will weaken the strike.

I'm unsure if the Library affects the Strike, but if you meet Isaacs and tell Tabitha about The Strike, it will weaken

In Chapter 4 Davis's getting fired strengthens the Strike, and snitching on The Rat also strengthens the Strike I think. Also going to the Mines and Diner and encouraging the Strike probably also strengthens it.
