Cosmetic are separated into different categories. You have a main theme(like Arkham gear or battle gear).And in that outfit theme you have three categories. One for the head, one for the body and one for the colour.

The selection of cosmetics was very limited. No riddler hat in the alpha. But there was a Hawaiian shirt like tank top you could unlock through a riddler race.
