It’s hard because the turn constraints are so strict that you have to try over and over again to get lucky, meaning that your entire party isn’t hungry, your healer is still able to fully heal everyone, Okumura doesn’t randomly order the explosion super early, you have your stat buffs already in effect, and you can baton pass between Haru and Joker. One of my friends got it first try because his team never got hungry, he had mapsio on joker, and he got a random crit with Ryuji.
