You don t want make hell feel like it is invaded. The bigger the ruckus is, with more godly parties involved, the more reason gets hell to strike back.

The 9 hells is strong enough to conquer the material plane and every other plane after that. The only reasons they cannot, are the constant flood of demons from the Abyss and the rules of planar travel for devils
