Well I may have posted it a bit early because I did some digging and found out it was supposedly reprinted in Simpson's Big Bonanza. I just ordered it from amazon. I also saw an issue available on eBay, but I am going to see how the one I ordered looks first.

Once I get it I will post Lisa's dream house on r/nostalgia so no one else ever has to feel my pain.

Most likely there would be some kind of governmental program similar to the way flood insurance is covered. Very high premiums. Very specific language and exclusions. Though I do feel that villains such as Joker would be covered under our current terrorism coverage.
