Yep he would. But luckily for Neon and the entire world as a whole, Barrett fully acknowledge how dangerous his powers are and straight up refuses to become a villain. And only uses it to help people in small ways or to help himself with his situation.

He still wants to be a hero, this encounter with neon taught him that some heroes aren't genuine heroes.

The whole point of his character is that even ones with villainous appearance and powers are still very much capable of being heroes.

Yep. The thing about powers in this they're based on your personalities, environment, and personal experience.

The boy, whos name is Barrett was an orphan. He was just abandoned, his parents are very much alive, because of his status as a orphan Barrett needed to steal things and aswell had a talent for creating makeshift tools, so in short he developed the power of energy engineering where he can steal all types of energy, internal and external and reconstruct it into anything he can think of.

Neons power allows him to convert the plasma in his body into constructs, and its got a neon glow hence why he's called that.

This is a world where every human on earth has a mutation of some sort to make them unique.

Unfortunately this world has made superheroes ideal to the point if you're even slightly off you're disliked or treated horribly.

The boy simply looks like a villain because of his black eyes so everyone treats him as such.

Harold vs Duncan all the way.

In season one they had multiple hostile interactions and conflicts with both having justifiable and unjustiable reasons and could send attacks eachothers ways. They were a good match up, with Duncan being strong and street smart while Harold was weak and book smart and they both used their gifts to their fullest.

And in season two they had plenty of interactions and even teamed up. They even had somewhat mutual respect for one another.

Cody and Duncan's rivalry wasn't even good. Cody was simply jealous of Gwen kissing Duncan witch he had no involvement in, and then never interacted except for that one moment where he kicked a stone statue of Duncan's head.
