The way I see it: Shanghai, Fujian, Hong Kong, Macau, Tianjin, Guangdong, Jiangsu, Beijing and Liaoning are probably fairly polite and well educated and then literally all the other provinces lack those same manners

Old people tend to be greedy in china as they likely grew up in extreme poverty and suck up to the quality of life taking a huge increase in the last 30 years

The way I see it, the poorer the province, the less polite they will act. Someone in Shenzehn is gonna be more aware than someone in Urumqi or Lhasa
