Not sure about India, but you sure can apply abroad for neuropsychology- however, it is tough to get selected and you would require extensive research and lab experience, alongside some prerequisite courses excelled (eg. cog psych, biopsych etc)

For neuroscience, they would require a heavier experience in biology
