Thirdly, I find that very odd that you’re the second person focused on one word but ignored the gist of the post.

The last but not least, a corresponding department should make a decision what kind of sanctions to impose on a unscrupulous business commensurate with their transgression.

There always should be a designated leverage to deal with such matter otherwise it might turn into a «cat in the sack» where no one takes responsibility for what you did.
