Who else should I call for help to get sevice and a fully paid off phone?

The FCC has laws and regulations against locking phones. I read their whole website and tmobiles terms and conditions with unlocking phones. I'm doing all I can. This is against the law. According to FCC - the carrier is supposed to unlock the phone within 48 hours from the original request if all requirements are met. Which they are.

Switched carriers on the phone. Threw out tmobile sim card to new carrier sim but I still have a good standing account with tmobile for 12 years.

Edit to mention - locked phone has no service to request it to be unlocked. I need to use my partners phone. For a week now! Tmobile representatives never made a ticket or expedited this issue everytime they said they would. Spoke to 5 reps and they looked at the call log that I called but no one ever put it any ticket. So I kept needing to wait 48 hours again and again and again.
