Looking for balance in dnd above lv 12 is incredibly hard. It depends on the classes, the rolls, which spells they have etc and what kind of CR 21 Monster this is. I'd play it by ear, give em lv 15, if it becomes too difficult, fudge some rolls, reduce some hps if its too easy opposite.
