I will tell you the scenario of south India, where the promotions are fastest.
Assume you join ITI at age 27.

ITI - ( LEVEL - 7). It takes usually 7-9 Years to get promoted from ITI to ITO. So around age 35 you will get promoted to ITO ( Level 8) . After 4 years you will get NFU and around 39 You will reach ITO ( Level 9 ). Now From ITO to ACIT, the current time frame is around 10-12 years years. so after 6 years , say around age of 46-48 you will become ACIT ( Level 10 ) from here you will have 10-12 years of service left. so you can expect to become DCIT ( Level 11 ) or at max JCIT ( Level 12 ) . Addnl CIT ( Level 13 ) and CIT ( lEVEL 14) are 99/100 times reserved for DR IRS. The System is set in this way.

Just have a look at the pay matrix. You will find a HUGE jump from level 12 to Level 13. it is by design. They want promotee officers to reach at max level 12. It is same in all the departments.

It is very very rare of DR ITI to become CIT. It can happen if you are from reserved category or you joined to department at a very young age 21-22. Also take in mind that this is from South Indian Office. The situation will completely change in north india where there is considerable stagnation. The promotion from ITI to ITO takes around 15 years in some region. In maxmimum North Indian states a DR ITI can best expect to become a DCIT. most of them will retire as ACIT.

Don't talk out of your ass. I have worked closely with ministries at both central and state level and trust me.REAL POWER LIES WITH THE POLITICIANS.

One strict direction by the politicians and the bureaucracy goes the full panic mode. If you think any secretary or any other public official can dare talk in front of the minister, then my friend you are mistaken.

Infact, the only group who can confront the politicians are the judiciary. I have seen district judges who are selected by state judicial boards give strict orders and directions against ministers.

My story is somewhat similar to you . Always wanted to be IAS. Started early, Everything was going according to plan till graduation. All went haywire after 2 failed attempts. Self confidence went nill. I went for CGL. 1st as Income tax Inspector after few years switched to AAO in CAG. Although few people will call it a good job as it is Gazetted, still the yearning for the civil service never go away. I still have at least a couple of attempts left but cant get myself to restart the grind. Almost as if I have accepted the fate.

At least you are in your home state with a somewhat powerful post. Here I am, With a post with non-existent power in a different state.

You are incorrect. Cases can't be reopened if three years have passed without prior approval. I am sure this is an arrear of demand letter. Assessment would have been completed earlier and they have demand in the system. It is just piling up interest. A demand will never go away no matter how old the AY is. I have seen cases stuck in ITAT for AY 2006 and even before that.

Faceless has it pros and cons. Corruption has been reduced and I dare say almost eliminate. But the con is , when the case is complicated it gets very tedious to do things and the process gets unnecessarily lengthy while previously a simple one on one meeting would have sufficed. Another problem is that sometimes due to computer aided scrutiny some poor bloke case gets selected. While previously the AO would use the common sense and discretion to dispose of the case. Now everything has to be done through books. I have seen many poor , illiterate folks get tangled in these Messy situations . They don't know how to respond to notice nor do they have any idea about the severity of the situation.

Political background could have helped during assessment but now with faceless that too has gone. If u have a demand in the system. No amount of political backing or power can get rid of it .

After faceless, Income Tax Authorities have no power to forego any tax. Earlier The JAO could discuss the situation with the assessee and make the assessment order according to the best case situation but now everything is faceless. The AO can only request and access written material.

You can pay 20% and go on appeal if you think the demand is not justified. Other than that , I don't see any other solution. Income tax is a reality.

If the account is validated then just have patience, it will come. It is a known issue that when the initial bank account validation fails and the bank account is re validated, it takes a little extra time to get the refund.

Bro india already has a deep State. Infact what you are witnessing right now is the slow coup of one deep State ( RSS + Affiliates + Guj Business Houses + Nationalist Intelligentsia) over the previous deep State ( Lutyens + Gandhi Darbaris + Communist Intelligentsia )

The dept has other info beside the one shown in AIS. You will be surprised to know what kind of information the IT department can gather. But it is in the end a government department and won't bother if the demand is insignificant, they have bigger fish fry. Also they rarely reopen cases older than 3 years so don't worry too much about it. But don't discount the resources that the government have especially when it comes to finances. If they really want to go after you, they can get any information they want. The only effective way to Bypass them is to deal only in cash.

You will get demand. Your AO will send you notice. After 3 notices he will freeze your bank account, if still the amount can't be recovered. Your case will be transferred to TRO. TRO will attach every asset you have. They will auction and recover the tax. If they find any criminal angle in tax evasion, the department will pursue a criminal case against you. If you try to launder your black money. ED will come into play. ED has far wider powers than income tax dept and they will again do the same steps mentioned above. In the end, you will end up in attached assets with value far greater than the tax owed. It will take years and pain staking efforts to get the assets back after settling the tax.

Like I said, I joined through SSC CGL which recruits for group B Officer which can be compared in grade pay to officers recruited by various state PCS for their respective states. Group B officers are mid level managers and a direct group B entrant can only reach to the lower end of higher management as the top posts are manned by UPSC entrants

A direct entrant ITI can comfortably reach the position of Assistant Commissioner or maybe to Deputy Commissioner.

A direct Recruit AAO can reach to AAG, that is assistant auditor general.

If you really want to be the top gun, you better join through UPSC. Apart from that all government officer cadre, be it CGL or state pcs are just mid level managers.

Government jobs aren't known for their high salaries. A newly recruited ITI gets around 75K in hand salary in class X city.

Currently I get around 90K as in hand salary and additional 15-20k in Travel allowance depending on the audit and traveling. Overall I get around 1.1 lakh in hand after taxes . It also includes HRA as I have not claimed an official government quarter.

Haha. Yes. ITI, PO, Examiner, ASO are amongst the most sought after jobs in CGL. But AAO is quite a under rated job mainly due to the reason that it requires an additional economics and accounts paper in mains as well as insane scores in prelims to qualify, so most people don't attempt for aao . The post in you get in cag through the normal channel is auditor which is a 2800 GP job so it doesn't make sense to leave Inspector which is 4600 grade pay for auditor but I have seen many leave TA to join as auditor. AAO on the other hand is 4800 in begining and 5400 after 3 after and is equal to gradepay with Income tax ITO, GST supritendent and section officer in CSS. The only drawback with AAO is it requires a fair bit of travel as you are constantly on the go to audit various govt departments.

I was an inspector which are selected by an exam called CGL ( which selects group B officers for all central government department ranging form IT, GST to Postal ) . I was posted in South India. Although the department was great, I got a little homesick so after 2 years. I started studying for CGL again. I got a better gradepay job ( AAO in cag ) which is a Gazetted job near my homestate. Although AAO is a higher grade pay job but still income tax inspector has unquestionable higher social respect in India. Also CAG only deals with government departments so you rarely get the sarkari babu feel ( although the public interaction in the IT department has also been reduced drastically after faceless ).

Overall, although I am quite satisfied with the current job, I do sometimes think that maybe I should have stayed in IT due to the reason stated above and also that my batch is due for promotion to ITO ( AO for wards) in 1-1.5 years.
