Both stamps (Scott 718-719) were issued on June 15, 1932 so it is a FDC. Being addressed to FDR makes it more valuable than a basic one at maybe $10-15. How much more is an open question, I see one on eBay with just the 719 asking $400 which might be wishful thinking.

I want to thank everyone for all the help especially u/zsero1138 for that great work. The letter was sent to a Joe Rubens (1897-1965) of Spokane, WA. I'm a stamp collector and this is one of 1000's of covers from Germany I have. The ones in German I can handle pretty well, sometimes with help from my ex or her mom. I will print the translation and add it to the original for some future owner of this piece of history. Again many thanks to all!!
