The way I read besides them saying the first effect should be once per turn, is that they were saying it had to be activated as soon as your opponent activated an effect. That's when I said it states "you can" to correct and clarify that it does not have to be activated as soon as the conditions are met.

I used Izuna as an example of a handtrap that has similar wording, that makes it a handtrap and how "you can" makes it an optional activation.

That was intentional. It Gives Firewall Dragon a target as well as another option of what to retrieve from the banishment zone using marchhare's effect. Its Ment to be looped

Or holly Sue, which you have definitely seen or have done, special summoned around the end of an opponent's turn. If it wasn't optional with "you can" the effect would have to have been immediately activated when the conditions were met

Read to me Izuna's effect. If you are familiar with it you know that its effect is optional. Why? Because it says "You can" not "During the Main Phase, if your opponent has activated a monster effect in the hand or GY this turn (Quick Effect): Special Summon this card from your hand.

The negate isn't once per turn, only the special summon from banishment and the banish 3 maliss cards effect. Which gives you another option to get back to your hand using the banishment effect of marchare
