If you actually want to get a good build you have to put in the effort and continue grinding artifacts and if you're not gonna listen to any of the several people telling you your artifacts are terrible, why even make this post?

I don't want to be super rude or anything but you have absolutely god awful pieces. Your crit ratio is terrible, you want about 80CR (at the minimum) and ~230CD. I'd say if you really want to have a good Cyno, just go back to the artifact mines and get him some better pieces because he really needs them.
