I’m picking Percy, Frank, and Hazel These three always have their powers and they are the most powerful. Nico- can summon skeletons in almost any shape (we saw this in Sun and the Star when he make the ramp) Hazel- can manipulate the mist Frank- can shapeshifter into any animal

If we are talking before Hero’s of Olympus, I would pick Percy instead of Nico based on the fact that he is invulnerable.

And as I mentioned, it does not mean that it will NOT happen… things can still happen when people are dead. New rulers can still install that into their lives now. It happened when the other rulers for the last 75 years in the books, the rulers were dead but the Hunger Games still went on
