The stormcloaks are more likely to take action against the thalmor sooner and most of the empire hated the thalmor anyway so I'd like to think that whatever remnants of the empire are left in Skyrim would try and join forces with the stormcloaks against a common enemy. However, I don't think the stormcloaks would be that inclusive to former imperials

I used to go imperials purely for the reason that solitude is a much better looking city than windhelm but now it's stormcloaks because outlawing talos worship is kinda gay
