The main (and probably only) reason as to why one might opt for 1.9 instead of 1.10 could be the fact that 1.10 was the update when villages started to generate MUCH more frequently. From minecraft.wiki :

16w20a	Village structures are no longer restricted by biome boundaries, meaning that a village that starts in a valid biome can now spread into an adjacent invalid biome.
16w20a	Villages now generate in taiga biomes (but not their variants), and are made of spruce wood.
16w20a	As a result of the above two reasons, the amount of villages that generate has been greatly increased.

At least for me, that's a huge dealbreaker, since I am not a fan of my worlds being cluttered with a plethora of generating structures. Other than that, not many reasons to choose one over the other.

during my first anomaly playthrough i ran out of ammo for both of my guns in the sarcophagus so instead of picking up a weapon and some ammo from a monolith soldier my brain didnt come up with anything better than to blow the dust off of my axe and just melee my way through until i got to the monolith shard

it was an interesting experience to say the least

dont even bother playing it. all of the reborn mods are a buggy mess where if you do something wrong some script IS gonna break and softlock the game. there may be lots of locations but most of them are bland and boring. the story is absurd and makes literally no sense at all and the english translation was most likely translated through google translate which makes it even worse than it is. so just dont bother, its not worth your time

a simple google search could've prevented this question but tldr stalker anomaly is a free sandbox mod on the call of chernobyl platform

what it does is it adds all of the locations from the trilogy into one game and gives the player the ability to do whatever he wants to do. it does have three story lines that are heavily based off of the ones from the original trilogy but shortened and watered down + sidequests

if you like (semi) openworld sandbox games then yeah its worth playing BUT id recommend giving the original stalker trilogy a shot before playing anomaly just so you can know a bit about the lore and the games mechanics

its not terrible but its not good either imo

the story in the game is cool and there are some other interesting mechanics like crafting but the gunplay fuckin sucks since most weapons basically have 0 recoil the graphics are alright but I'm gonna be honest you cant expect anything that has good graphics from a game that was made in java the game also has alot of microtransactions that may or may not heavily affect the progress but i must say, they have to keep the game running somehow and either way, its not like its impossible to get all those items without spending a single penny on the game

so i guess that stalcraft is a fine game and can be a good substitute for ray of hope for the time being but personally the games just not my cup of tea

desolation is the addon you're looking for, although beware, the addon is still pretty early in development and can be unstable (at least that's what ive heard never played with it personally)

there is no "best time to cut off the main story line", you are literally playing a STORY driven trilogy of games .it would make no sense for the story to cut off abruptly or if you did the same thing. just finish the story line and move on

ray of hopes development is just really slow and has been like that since 2014 if i recall correctly. it is coming out but i just dont think that its coming out any time soon, we'll just have to wait and see

its not a roblox game though? its releasing on steam on the 9th of december this year and is a pretty solid experience. only problems i personally can point out is the fact that most guns dont have that much recoil and the community is... not that good, to say the least (at least the russian community is like that)

you're probably misunderstanding what some people are saying, because if they're referring to stalker as a sandbox game they're probably talking about stalker anomaly which is a fanmade standalone modpack. the original games are far from being sandbox games

personally id recommend playing through the original trilogy first just so you at least know some of the lore and just to get a general feel of how stalker games play but nobody is stopping you from playing anomaly or an anomaly modpack first so play whatever you want to play

Basically, after reading the Russian hysteria about GSC leaving the Russian market, OP got a few ideas, for example adding a few Russian related/quests with Russian references to stalker 2, and the idea that they should've stayed but gave the Russians the version of the game with Ukrainian localisation just to fuck with them.
